My name is Rodrigo and I have over 20 years of experience on advising governments and private companies in the development and financing of large scale energy and infrastructure projects worldwide, with a special focus on Mozambique, where my law firm is headquartered. I started my career at one of the biggest law firms in Portugal and have provided legal advice in several jurisdictions, with a particular emphasis on Portugal, Mozambique, Angola and São Tomé e Príncipe. In 2004, I founded Rodrigo Rocha – Advogados e Consultoria, which was the basis for the current law firm FRA Legal. This firm is renowned for its expertise in the market in M&A related work, Banking Law, Energy Law, Tax Law and Project Finance.
I have been assisting major companies in their negotiations with the Mozambican Government and other public entities in the establishment of joint ventures and concessions, namely concerning the incorporation of PPP projects. I have assisted several clients with respect to Banking and Financial Services, Project Finance, Investment Law, Commercial Law, Mergers and Acquisitions, Contracts law. Rodrigo has been instrumental in providing ongoing legal assistance to an Italian fertilizer producing company in the negotiation process with the Mozambican Government and the Maputo and Matola Municipalities of a Design, Build, Own, Operate and Transfer (“DBOOT”) Project, in the form of a Public-Private Partnership (“PPP”), aiming to introduce a completely Integrated Transport System (“ITS”) in the Cities of Maputo and Matola and nearby areas, comprising: surface metro; tramway system; bus lines and new connection roads
Rodrigo’s fluency in English and expertise in the transport sector was called upon to provide legal assistance to an Australian rail-based freight operator in all matters related with the establishment of its operations in Mozambique in the field of railway assistance to Coal Railway Lines and Ports
Rodrigo’s recognition for his expertise in the Energy sector was called upon to provide legal advice during the due diligence of a 102 million USD project concerning the construction of a gas fired power generating facility, associated pipeline and power transmission facilities (DBOT) in the Gaza province
Rodrigo was instrumental in assisting a Malaysian Oil & Gas company, in drafting an Exploration and Production Contract and advising such company with all matters related to the Mozambican concession, including, the reshaping of the Oil Block
Rodrigo’s experience in Financing matters was requested in drafting and assisting with revising and the review of a USD 1.3 Billion financing facility for the import of fuel to a Mozambique Bank Syndicate
Rodrigo is a member of and Mozambican Ambassador for the FIA, the governing body of motor sport, which is where his true passion lies, especially Formula One. He unfortunately doesn’t race in motor sports anymore but enjoys watching his son race and compete. Rodrigo does, however, still compete in Iron Man competitions and is also a keen sailor and fisherman with an amateur pilot’s licence no less! He is also a passionate musician and plays the guitar, drums, violin and cello and would love to start RocknLaw (an initiative in Iberia where law firms compete in a battle of the bands style competition) in Mozambique one day
