quinta-feira, o Governo aprovou, em Conselho de Ministros, um pacote de medidas destinado a estimular o mercado do arrendamento, assentes sobretudo em benef\u00edcios fiscais. As medidas previstas tamb\u00e9m abrangem a constru\u00e7\u00e3o e a compra e venda de im\u00f3veis.<\/p><p><strong>1. Maior dedu\u00e7\u00e3o fiscal para inquilinos<\/strong><\/p><p>A partir de 2026, os inquilinos que arrendem habita\u00e7\u00e3o a pre\u00e7os considerados \u201cmoderados\u201d (at\u00e9 2.300\u20ac) poder\u00e3o deduzir \u00e0 coleta em sede de IRS at\u00e9 900\u20ac de encargos com rendas de habita\u00e7\u00e3o. Em 2027, o valor m\u00e1ximo sobe para 1.000\u20ac.<\/p><p><strong>2. IRS reduzido para senhorios<\/strong><\/p><p>Nos contratos de arrendamento at\u00e9 2.300\u20ac, a taxa de IRS aplicada \u00e0s rendas de habita\u00e7\u00e3o desce de 25% para 10%.<\/p><p><strong>3. IMI: exclus\u00e3o do adicional<\/strong><\/p><p>O regime fiscal que ir\u00e1 vigorar at\u00e9 2029 garante que o adicional ao IMI n\u00e3o incidir\u00e1 sobre im\u00f3veis arrendados por valores at\u00e9 2.300\u20ac.<\/p><p><strong>4. IMT agravado para n\u00e3o residentes<\/strong><\/p><p>O IMT ter\u00e1 uma taxa agravada para cidad\u00e3os n\u00e3o residentes que comprem casa em Portugal. Os emigrantes ficam expressamente exclu\u00eddos desta medida.<\/p><p><strong>5. IVA reduzido na constru\u00e7\u00e3o e no arrendamento<\/strong><\/p><p>Ser\u00e1 aplicada a taxa reduzida de 6% de IVA:<\/p><p style=\"padding-left: 40px;\">\u2022 Na constru\u00e7\u00e3o de im\u00f3veis com valor de venda at\u00e9 648.000\u20ac;<br \/>\u2022 No arrendamento de im\u00f3veis com rendas at\u00e9 2.300\u20ac.<\/p><p>Segundo o Governo, esta medida visa estimular a constru\u00e7\u00e3o e o arrendamento em todo o territ\u00f3rio, sobretudo em zonas de maior press\u00e3o habitacional, como Lisboa e Porto.<\/p><p><strong>6. Isen\u00e7\u00e3o de IRS sobre mais-valias<\/strong><\/p><p>Quem vender uma habita\u00e7\u00e3o e reinvestir o valor obtido em im\u00f3veis para arrendamento a pre\u00e7os considerados \u201cmoderados\u201d (at\u00e9 2.300\u20ac) fica isento de IRS sobre as mais-valias. At\u00e9 agora, a isen\u00e7\u00e3o s\u00f3 era aplic\u00e1vel \u00e0 compra de casa para primeira habita\u00e7\u00e3o.<\/p><p><strong>7.
