dia 1 de julho de 2025, estes apoios t\u00eam em vista, entre outros, a reconstru\u00e7\u00e3o de habita\u00e7\u00f5es, a retoma da atividade econ\u00f3mica, o aux\u00edlio dos agricultores, a repara\u00e7\u00e3o de infraestruturas e de equipamentos, a recupera\u00e7\u00e3o dos ecossistemas e da biodiversidade, a refloresta\u00e7\u00e3o e recupera\u00e7\u00e3o de florestas e a conten\u00e7\u00e3o de impactos ambientais.<\/p><p>As medidas previstas no DL aplicam-se a inc\u00eandios rurais de elevada dimens\u00e3o ou gravidade, conforme definido por resolu\u00e7\u00e3o do Conselho de Ministros que fixa os respetivos \u00e2mbitos temporal e geogr\u00e1fico.<\/p><p>De destacar, as seguintes medidas:<\/p><p><strong>Isen\u00e7\u00e3o de pagamento de contribui\u00e7\u00f5es \u00e0 seguran\u00e7a social<\/strong><\/p><p>\u00c9 criado um regime excecional e tempor\u00e1rio de isen\u00e7\u00e3o, total ou parcial, do pagamento de contribui\u00e7\u00f5es \u00e0 seguran\u00e7a social, n\u00e3o cumul\u00e1vel com outras medidas extraordin\u00e1rias que assegurem o mesmo fim.<\/p><p><strong>Incentivo financeiro extraordin\u00e1rio \u00e0 manuten\u00e7\u00e3o de postos de trabalho<\/strong><\/p><p>\u00c9 concedido um incentivo financeiro extraordin\u00e1rio, pelo per\u00edodo de tr\u00eas meses, com possibilidade de prorroga\u00e7\u00e3o, mediante avalia\u00e7\u00e3o pelo Instituto do Emprego e Forma\u00e7\u00e3o Profissional, IP (IEFP, IP), \u00e0s empresas e cooperativas que demonstrem a necessidade do apoio para assegurar a manuten\u00e7\u00e3o dos postos de trabalho cuja viabilidade econ\u00f3mica se estime vir a ser afetada pelos inc\u00eandios, de forma a atuar preventivamente sobre o desemprego.<\/p><p><strong>Incentivo financeiro extraordin\u00e1rio aos trabalhadores independentes<\/strong><\/p><p>\u00c9 concedido um incentivo financeiro extraordin\u00e1rio, por um per\u00edodo de at\u00e9 tr\u00eas meses, com possibilidade de prorroga\u00e7\u00e3o, mediante avalia\u00e7\u00e3o pelo ISS, IP, aos trabalhadores independentes, na medida em que o seu rendimento tenha sido diretamente afetado pelos inc\u00eandios.<\/p><p><strong>Regime simplificado de redu\u00e7\u00e3o ou suspens\u00e3o em situa\u00e7\u00e3o de crise empresarial<\/strong><\/p><p>O empregador que comprovadamente se encontre na situa\u00e7\u00e3o de crise empresarial, em consequ\u00eancia dos inc\u00eandios, pode recorrer ao regime de redu\u00e7\u00e3o ou suspens\u00e3o dos contratos de trabalho, previsto nos artigos 298.\u00ba e seguintes do C\u00f3digo do Trabalho, com dispensa das obriga\u00e7\u00f5es previstas nos artigos 299.\u00ba e 300.\u00ba do mesmo C\u00f3digo.<br \/>A comprova\u00e7\u00e3o da situa\u00e7\u00e3o de crise empresarial \u00e9 feita mediante requerimento do empregador pelos servi\u00e7os competentes, nomeadamente o IEFP, IP.<\/p><p><strong>Cumprimento de obriga\u00e7\u00f5es contributivas e fiscais<\/strong><\/p><p>Os prazos de cumprimento das obriga\u00e7\u00f5es contributivas e fiscais, incluindo a obriga\u00e7\u00e3o de pagamento prevista nas al\u00edneas b) e c) do n.\u00ba 1 do artigo 120.\u00ba do C\u00f3digo do Imposto Municipal sobre Im\u00f3veis, ser\u00e3o excecionalmente alargados por despacho do membro do Governo respons\u00e1vel pela \u00e1rea das finan\u00e7as ou da seguran\u00e7a social, consoante a mat\u00e9ria. Tais despachos estabelecem novo prazo para cumprimento das obriga\u00e7\u00f5es, bem como a dispensa de acr\u00e9scimos e penalidades, desde que cumpridos os prazos.<\/p><p>Na realidade, o governo j\u00e1 determinou atrav\u00e9s do Despacho n\u00ba90\/2025-XXV, de 29 de agosto, a dispensa da aplica\u00e7\u00e3o de acr\u00e9scimos ou penalidades pelo atraso no cumprimento das obriga\u00e7\u00f5es declarativas e de pagamento.<br \/>Esta dispensa aplica-se a obriga\u00e7\u00f5es fiscais cujo prazo terminava no per\u00edodo compreendido entre os dias 26 de julho e 1 de setembro, incluindo a presta\u00e7\u00e3o do imposto municipal sobre im\u00f3veis (IMI), que seria devida no m\u00eas de agosto, desde que estas obriga\u00e7\u00f5es sejam cumpridas at\u00e9 ao pr\u00f3ximo dia 12 de setembro.<\/p><p>O DL tamb\u00e9m prev\u00ea um regime excecional de contrata\u00e7\u00e3o de empreitadas de obras p\u00fablicas, de loca\u00e7\u00e3o ou aquisi\u00e7\u00e3o de bens e de servi\u00e7os, no sentido de promover a celeridade procedimental exigida pela gravidade dos danos causados pelos inc\u00eandios.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b231f4c elementor-widget elementor-widget-heading\" data-id=\"b231f4c\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">SHARE<\/h3>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element
