aprovado pelo Conselho de Ministros o Plano de A\u00e7\u00e3o para as Migra\u00e7\u00f5es. Este plano visa resolver defici\u00eancias nas pol\u00edticas de entrada, melhorar a efici\u00eancia da AIMA (Ag\u00eancia para as Migra\u00e7\u00f5es e Asilo) e fortalecer os sistemas de controlo de fronteiras.<\/p><p>O Plano reafirma o compromisso com uma migra\u00e7\u00e3o regulada, em linha com os princ\u00edpios humanit\u00e1rios e os acordos internacionais de direitos humanos assumidos por Portugal.<\/p><p>As novas regras para os imigrantes em Portugal, que j\u00e1 se encontram em vigor, incluem um leque de 41 medidas, divididas em quatro grandes eixos, nomeadamente, a imigra\u00e7\u00e3o regulada, atra\u00e7\u00e3o de talento estrangeiro, integra\u00e7\u00e3o eficaz e a reestrutura\u00e7\u00e3o institucional. Cada um desses eixos apresenta desafios legais espec\u00edficos que exigem uma abordagem cuidadosa.<\/p><p>Dessas 41 medidas chamamos particular aten\u00e7\u00e3o para o fim da Manifesta\u00e7\u00e3o de Interesse, promovido pelo Decreto-Lei n.\u00ba 37-A\/2024, de 3 de junho, que veio revogar os n.\u00bas 6 e 7 do artigo 81.\u00ba, os n.\u00bas 2 e 6 do artigo 88.\u00ba e os n.\u00bas 2, 4 e 5 do artigo 89.\u00ba da Lei n.\u00ba 23\/2007, de 4 de julho, relativa ao regime jur\u00eddico de entrada, perman\u00eancia, sa\u00edda e afastamento de estrangeiros do territ\u00f3rio nacional.<\/p><p>Recorde-se que a manifesta\u00e7\u00e3o de interesse consistia no mecanismo que permitia que imigrantes com a situa\u00e7\u00e3o regularizada na Seguran\u00e7a Social tivessem uma porta de entrada legal em Portugal.<\/p><p>Tendo em vista uma maior regula\u00e7\u00e3o da imigra\u00e7\u00e3o, a manifesta\u00e7\u00e3o de interesse foi agora substitu\u00edda pela necessidade de apresentar um contrato de trabalho antes de entrar no pa\u00eds.<\/p><p>Sublinhamos ainda algumas das medidas que merecem destaque:<\/p><ul><li>Criar Estrutura de Miss\u00e3o para resolver os mais de 400 mil processos pendentes<\/li><li>Auditar os processos de avalia\u00e7\u00e3o lingu\u00edstica para a obten\u00e7\u00e3o de nacionalidade portuguesa<\/li><li>Promover a forma\u00e7\u00e3o profissional e capacita\u00e7\u00e3o de cidad\u00e3os estrangeiros<\/li><li>Refor\u00e7ar oferta, cobertura e frequ\u00eancia do ensino do Portugu\u00eas L\u00edngua N\u00e3o Materna (PLNM)<\/li><li>Priorizar canais de entrada para reagrupamento familiar, jovens estudantes e profissionais qualificados<\/li><li>Refor\u00e7ar os recursos humanos e tecnol\u00f3gicos da AIMA, criando um incentivo \u00e0 produtividade e desempenho<\/li><\/ul><p>Este novo Plano para as Migra\u00e7\u00f5es pretende representar um passo importante para enfrentar os desafios atuais e criar um sistema
